A suprisingly low number of legally blind inviduals in the United States can read Braille. In 1948, 40% of the blind children in the United States read Braille, 45% read large print and only 9% read neither. But, because of efforts to mainstream such children, today less than 10% read Braille and more than 40% cannot read Braille or large print. This leaves a significant fraction of blind children functionally illiterate. |
